Norway's pass roads are shaped by fjords as much as mountains. Trollstigen and Ornevegen are not the highest roads in the guide, but they are among the most visual: tight hairpins, steep valley walls, viewpoints, ferries, and short seasons.

Plan these roads around weather and opening dates rather than elevation alone. They work especially well as scenic driving or motorcycle routes, with cycling best treated as a deliberate climbing day rather than a casual detour.
